Amanda handles corporate crises and sensitive matters. Amanda drives clients’ strategic responses to government investigations and enforcement actions, including when clients are attacked on multiple fronts—including criminal, civil, and congressional probes. Amanda is the co-leader of the firm’s congressional investigations practice and represents global corporations, boards of directors, business executives, and high-ranking government officials before law enforcement and regulatory agencies, including the US Department of Justice (DOJ), Securities and Exchange Commission (SEC), Department of Commerce, Federal Acquisitions Security Council (FASC), state attorneys general, and US Congress.
Clients rely on Amanda for a host of white collar matters, including criminal product liability and consumer protection issues, financial fraud investigations arising under the False Claims Act (FCA), Foreign Corrupt Practices Act (FCPA), and federal antitrust laws, as well as matters involving national security. Amanda’s work crosses multiple industries with a particular focus in the technology and life sciences areas. Amanda also manages large parallel litigation teams in actions, including multi-district litigation (MDL), arising from the same government investigations and complex disputes.
Amanda also counsels members of US Congress, executive branch officials, and executive branch nominees regarding compliance with ethics laws and rules, including public financial disclosure statements and other disclosure obligations.
Prior to joining Morgan Lewis, Amanda was counsel and presidential management fellow with the Office of Inspector General (OIG) for the US Department of Health and Human Services (HHS). In that capacity, she issued advisory opinions on fraud and abuse issues associated with Medicare and Medicaid, including the federal Stark and antikickback laws, OIG exclusion authorities, and civil money penalties.
Earlier in her career, Amanda worked at the White House, where she provided direct support to US President George W. Bush. In addition to traveling with the president, she coordinated the flow of official documents, helped draft executive orders and briefing papers, and managed the speechwriting process.
Amanda received her J.D. from the College of William & Mary, Marshall-Wythe School of Law, where she served as the symposium editor of the William and Mary Bill of Rights Journal. She also served as a law clerk for the US House of Representatives Committee on Ways and Means and the US Senate Committee on the Judiciary, and as a judicial extern for Judge Richard Leon on the US District Court for the District of Columbia.
