PHILADELPHIA, WASHINGTON, DC, SAN FRANCISCO, November 6, 2024: Morgan Lewis partners Jeff Boujoukos, Kelly Gibson, and Susan Resley were named to the Securities Docket Enforcement Elite List for 2024. The list honors 140 lawyers who are considered to be among the best securities enforcement defense counsel in the industry. Honorees are deemed the defensive specialists critical to have on speed dial should the US Securities and Exchange Commission’s (SEC’s) Division of Enforcement come calling.
Jeff Boujoukos, a co-leader of the firm’s securities enforcement and litigation practice, defends public companies, financial services firms, and executives in SEC, self-regulatory organization (SRO), and state enforcement matters. He previously served as the SEC’s Philadelphia regional director and as regional trial counsel where he supervised enforcement efforts, managed insider trading and fraud investigations, and directed litigation in federal court and administrative proceedings.
Kelly Gibson, a co-leader of the firm’s securities enforcement and litigation practice and former acting deputy director of the SEC’s Division of Enforcement, defends public companies, financial services clients, and their executives in SEC, SRO, and state enforcement matters and in internal investigations. At the SEC, Kelly supervised a staff of 1,300 tackling financial fraud, insider trading, and crypto- and cyber-related misconduct issues. She also oversaw the SEC’s Offices of the Whistleblower and Market Intelligence.
Susan Resley, leader of the firm’s San Francisco litigation practice and the firm’s securities trade clearance partner, advises public and private companies, boards, financial institutions, and senior executives on regulatory and compliance matters, including SEC, US Department of Justice, and Financial Industry Regulatory Authority investigations. Her practice focuses on areas such as accounting and disclosure issues, insider trading, cybersecurity, and Foreign Corrupt Practices Act compliance. In her prior role at the SEC’s Division of Enforcement, Susan investigated insider trading, broker-dealer practices, accounting issues, and market manipulation.
