Partner David Plotinsky is quoted in GCR discussing the United States’ forthcoming outbound screening regime now that the US Department of the Treasury issued final implementing rules for President Biden’s executive order that restricts investments by US investors in Chinese businesses operating in markets for certain technologies.
Pointing to the effect of the rules, David said, “compliance will definitely be more burdensome than the government has estimated, both in terms of money and time.”
