This session will cover the impact of the Federal Energy Regulatory Commission’s Order No. 1920 on transmission planning and development, including FERC’s decision not to include a right of first refusal for incumbent utilities except in those instances where the utility is “rightsizing” existing facilities.  What impact will FERC’s planning rule have on transmission development? And how will rights of first refusal (or lack thereof) play a role in who gets to build transmission?
