The blocwide review “marks a decisive shift in the EU’s broader security posture, turning outbound investments from a background issue into a central element of its economic security strategy,” said Leo, adding that while the development was not entirely unexpected, it also demonstrates the EU’s seriousness about preventing “technology leakage” and securing cooperation from the member states.
