Tamara Shepard has an extensive background working on tax matters, both in private practice and as an appellate attorney at the US Department of Justice’s Tax Division. She helps clients evaluate government claims and plan risk mitigation strategies. Tamara also represents clients throughout their interactions with the IRS, from initial examinations by revenue agents through administrative appeals and, when necessary, litigation.
Tamara handles a broad range of domestic and international issues including withholding tax liabilities, permanent establishment/effectively connected income, partnership items, statutes of limitations, employment taxes, transferee liability, excise taxes, worthless stock losses, subpart F, transfer pricing, R&D credit issues, estate tax, penalties, and collections procedures. She resolves matters on behalf of US and non-US corporate clients as well as for partnerships, estates, trusts, and individuals.
Tamara also has substantial experience handling complex client disputes with state and local authorities, as well as supporting clients who are working with non-US counsel in disputes with foreign tax authorities.
During her time at the Justice Department, Tamara litigated cases on appeal from both the US district courts and the US Tax Court, representing the federal government as both appellant and appellee. She handled dozens of cases before the US Courts of Appeals and acted as counsel of record in published decisions in the Second, Sixth, Eighth, Ninth, and Tenth Circuits.
