WASHINGTON, DC, July 14, 2020: Morgan Lewis partner Philip Miscimarra has been appointed to the Independent Mexico Labor Expert Board established pursuant to the United States-Mexico-Canada Agreement (USMCA) that went into effect July 1. Among other things, the Labor Expert Board is responsible for evaluating and reporting to US Congress regarding Mexico’s compliance with labor obligations and labor reform.
Phil is the former chairman of the National Labor Relations Board (NLRB). He leads the Morgan Lewis NLRB special appeals practice and is co-leader of Morgan Lewis Workforce Change, which manages all employment, labor, benefits, and related issues arising from mergers, acquisitions, startups, workforce reductions, and other types of business restructuring. Phil represents clients on a wide range of labor and employment issues, with a focus on labor-management relations, business restructuring, and employment litigation. He is also a senior fellow in the Center for Human Resources at The Wharton School of the University of Pennsylvania.
“It is an honor to play a role in the USMCA’s implementation, which significantly affects employers, employees, and unions throughout North America,” Phil said.
The USMCA was adopted with bipartisan approval in Congress and support from a diverse assortment of organizations including the US Chamber of Commerce, the AFL-CIO, and others. Members of the Labor Expert Board are appointed by Congress and the Labor Advisory Committee established by the Trade Act of 1974. Phil will serve on the board for a six-year term while continuing as a partner at Morgan Lewis.
