In the article, Jay discussed the coverage implications of the civil authority orders that proclaim that the nature of the virus is causing loss or damage to property. “I would take the position that to the extent that they are accurate reflections of what is going on they hold tremendous sway,” Jay said. “I would as a policyholder advocate say they are fitting the actual facts and circumstances of what is going on.”
